In this talk I will introduce a so-called “dipole portal” coupling between Standard Model neutrinos, photons, and a heavy neutral lepton (arXiv:1803.03262 that has been proposed as an explanation of both the MiniBooNE and LSND anomalies. I will provide model independent constraints on such a coupling for masses of the heavy neutral lepton from 1 MeV to 100 GeV including bounds from colliders, BBN, supernovae, and intensity frontier neutrino experiments. If time permits I will briefly overview a similar analysis of neutrino experiments that can provide leading constraints on millicharged particles (arXiv:1806.03310).
