The first principle in the White House’s Blueprint for an AI Bill of Rights is the right to “Safe and Effective Systems.” But what does being safe mean with respect to AI technologies?

Do we have a common definition for what safety means in the digital world? How can we know if the intelligent systems that are in use in so many facets of life and society are endangering or providing safety? What should systems have to demonstrate in order to be considered safe? How do we determine the priority areas that must have focus to define and maintain safety in AI?What should systems have to demonstrate in order to be considered safe?
