Talk title: Tax Incentives for Data Centers in Illinois – Good or Bad Policy?   

Abstract: The Center for Responsible Technology, Policy, and Public Dialogue at Northwestern University’s School of Education and Social Policy is developing a new partnership with policymakers in Illinois. One of the partnership’s first projects focuses on data centers and a central dilemma: Are tax incentives for data centers good or bad policy for the state of Illinois?  

In this presentation, Dr. Charles Logan will review the data center dilemma currently facing Illinois policymakers. He will be joined by State Representative Abdelnasser Rashid, co-chair of the Generative AI and Natural Language Processing Task Force. The presentation will end with an invitation to join a working group that will write a policy brief to guide Illinois lawmakers’ decision-making process connected to the future of the tax incentive program for data centers in the state. 

Biography: 

Charles Logan, Ph.D., is the inaugural post-doctoral research fellow at the Center for Responsible Technology, Policy, and Public Dialogue at Northwestern University’s School of Education and Social Policy. 

State Representative Abdelnasser Rashid was elected in 2022 to represent the southwest side of Chicago and the west and southwest suburbs. He is the co-chair of the Illinois Generative AI and Natural Language Processing Task Force.
